Responsibilities

The Town Manager acts as the Town's Chief Administrator and is responsible for administering all municipal affairs placed by the Town Board and oversees the day to day operation of all Town Departments.

Biography

William (Bill) Russell Summers began duties as the Town Manager for Lillington on September 19, 2011.

Prior to his work in Lillington, Mr. Summers served as Town Manager for the Town of Kenly in Johnston County; as a Senior Planner for the Town of Wake Forest in Wake County; as a Human Services Planner for Wake County; and as a Transportation Planner for the Capital Area Planning Organization (CAMPO) with the City of Raleigh.

Mr. Summers received a Bachelor of Arts in Communication and a Master of Public Administration from North Carolina State University. He is a 2011 graduate of the University of North Carolina at Chapel Hill, School of Government’s Municipal Administration Program.

He and his wife, Julie, have two sons, Robert and Reece.
