Planning & Inspections Department

Mission:

We are dedicated to providing quality service and equitable treatment to the Town of Lillington and all of its citizens through continued improvement and excellence in the areas of Planning, Zoning, Code Enforcement, and Building Inspections. We strongly believe in a community-oriented planning approach and welcome any comments, concerns, or suggestions and for citizens to participate in deciding what kind of town Lillington will be today and tomorrow.

Responsibilities:

Our primary responsibility is to safeguard the public, promote the health, safety and welfare of Lillington through the issuance of permits and inspections and the sound enforcement of local and state planning and building codes.

The Building Inspector is responsible for:

  • Providing timely, efficient and thorough building inspections;
  • Safeguarding the public’s health, safety and welfare through enforcement of the North Carolina Building Code;
  • Providing equitable treatment for all individuals regardless of circumstances and strive to enforce all building codes in a fair and considerate manner.

The Director is responsible for:

  • Formulating and recommending planning regulations that will ensure a quality living and working environment;
  • Assisting citizens in understanding the planning and building permitting process;
  • Enforcing aesthetic and safety related town codes including zoning, sign, junk vehicle, nuisance, minimum housing, and unsafe building codes;
  • Reviewing and recommending updates to the Town Code and Zoning and Subdivision Ordinance including the Zoning Map that reflect current laws, Land Use Plan and planning principles;
  • Processing of rezoning, conditional use, variance, and text amendment requests;
  • Coordination and pursuance of ideas and input from the community, local and state organizations, Town Manager, other Town Departments, and from Town Boards and Committees;
  • Reviewing of minor and major subdivision plats, approving of exempt and minor subdivision plat;
  • Issues zoning, sign, watershed, floodplain, and building permits;

Goals for 2011-2012:

  • Land Use Plan updates (last update 2003) which will address issues such as community character and design, economic development, conservation and the environment, transportation, parks and recreation, safety, downtown revitalization, and subdivision initiatives.
  • Town Code updates and codification
  • Zoning & Subdivision Ordinance updates (last update 2004)
  • Annexation and extra territorial jurisdiction (ETJ) planning
  • Commercial design guidelines
  • Downtown Planning
  • Proactive code enforcement
  • Other programs and initiatives as directed by the Town Manager
