Mission:  Dedicated to improving the quality of life for our community and future generations through researching, recommending, and enforcing sound land use planning principles. The Department works towards providing a variety of options for where and how people can live, work, and recreate and provides a broad range of opportunities for citizens to participate in deciding what kind of town Lillington will be today and tomorrow.

The Department’s principle activities include:

  • Reviewing development projects and proposed capital improvement projects to ensure consistency with the Land Use Plan
  • Formulating and recommending planning regulations that will ensure a quality living and working environment
  • Assisting citizens in understanding the planning and building permitting process
  • Enforcing zoning codes and aesthetic and safety related town codes
  • Reviewing and recommending updates to the Zoning and Subdivision Ordinance including the Zoning Map that reflect current laws and planning principles
  • Processing of rezoning, conditional use, variance, and text amendment requests
  • Reviewing of minor and major subdivision plats, approving of exempt and minor subdivision plats, and issues planning and zoning related permits
  • Supports the Planning Board, the Board of Adjustments, and the Board of Commissioners.

Goals that the department will assist with this year include:

  • Land Use Plan updates (last update 2003) which will address issues such as affordable housing, community character and design, economic development, conservation and the environment, transportation, parks and recreation, safety, and subdivision initiatives
  • Zoning & Subdivision Ordinance updates (last update 2004)
  • Annexation and extra territorial jurisdiction (ETJ) planning
  • Commercial design guidelines
  • Downtown Master Plan
  • Historic District
  • Nuisance Lot, Junk Vehicle, Garbage and Refuse, Minimum Housing, and Unsafe Buildings Ordinances updates
  • Proactive code enforcement
